The pace bowler has secured over 300 dismissals in 71 Test matches with an impressive average.
The Australian chief selector Bailey has declared that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
There were concerns that the 32-year-old might miss the series due to a persistent back stress problem that remained unresolved.
Initial reports from the squad suggested no final decision had been made regarding Cummins' participation, with the five-Test series scheduled to begin on the 21st of November in Perth.
He revealed that the captain is progressing and felt positive about his chances of taking part.
"It's clear that the clock is ticking and various factors involved, not only the physical problem, but other factors as well," the selector added.
"The outlook is good. We firmly believe that he's going to play a key capacity. With luck it's the first Test. Otherwise, we'll reassess."
Injury History
Cummins was ruled out the ODI and T20 games against New Zealand and India last month after medical tests showed a lumbar bone stress.
There is a track record of recurring issues, with flare-ups in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the Ashes.
The selector indicated that there was no confirmation if he had started his bowling workouts as part of his rehabilitation but acknowledged it was "becoming urgent" for him to recover fully for the opener.
Backup Options
If he's unavailable, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from the ODI lineup for their limited-overs matches against the subcontinent side as a precautionary measure because of discomfort in his torso.
He labeled it as a "minor" injury and stated that he'll feature in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into developing the strategy for him to be available for the opening match as an dual-role player," he elaborated.
"He was only going to play the starting games regardless. His aggressive style the cricket bat in white-ball cricket, if it causes any delay for 24 more hours, we just made the decision to approach this more conservatively."
